Dylan Edward Mulligan is a native of Glennville with deep roots in Tattnall County. He is a 2011 graduate of Pinewood Christian Academy; a 2015 graduate of Georgia Southern University, with a bachelor of arts in history with a minor in political science; and a 2018 graduate of the University of Georgia School of Law, with a juris doctor. He currently practices law in Glennville in the law office of Judge Hugh J. McCullough.

In addition to practicing law, Mulligan is very active in the community and political life of Tattnall County and serves as a county historian. He has authored and co-authored several books and publications on historical and other topics.

Mulligan serves as Chairman of the Board of Trustees of the Glennville-Tattnall Museum; a member of the Friends of the Glennwanis Hotel restoration project; a member of the Tattnall County Library Board of Trustees; the Loest Research Librarian of the Georgia Salzburger Society; Judge Advocate of the Tattnall Invincibles Camp, Sons of Confederate Veterans; Secretary of the Tattnall County Republican Party; and President of the Glennville Rotary Club.

Mulligan is perhaps best known across the Southeast as “The Georgia Sandman,” for the elaborate sandcastles and sculptures which he has constructed on the Georgia and Florida coasts since the time of his childhood. In addition to his own book of sandcastles, his work has been featured in many newspapers, magazines, online publications, and television news broadcasts.

He is a member of Glennville Methodist Church, where he serves as church clerk and church historian and plays a very active role with the church youth.
