Biography
My practice focuses exclusively on representing developers, lenders, purchasers, owners, not-for-profit institutions, and other parties in land use, zoning, and historic preservation matters throughout New York City. The scope of my work includes zoning and land use due diligence, zoning opinions, zoning lot mergers and transfers of development rights (“air rights”), landmarks and historic preservation issues, administrative appeals, zoning determinations, inclusionary housing matters, and land use applications for certifications, authorizations, special permits, variances, rezonings, text amendments, street demappings, and other land use approvals and related environmental reviews.
I regularly practice before the New York City Planning Commission (CPC), Department of City Planning (DCP), Board of Standards and Appeals (BSA), Landmarks Preservation Commission (LPC), Department of Buildings (DOB), Department of Housing Preservation and Development (HPD), community boards, borough presidents, New York City Council, and other City and State agencies and authorities.
I also work closely with architects, brokers and real estate attorneys to provide transactional or litigation support in land use, zoning, and historic preservation matters.
