Harry Klodowski has practiced environmental law in Pittsburgh and surrounding states for over 30 years, solving environmental problems for business and property owners, environmental managers and engineers, and helping other attorneys. Harry has resolved environmental enforcement cases in a prompt and least cost manner, obtained air and water permits in the time needed by his clients in the steel, manufacturing, natural gas and other industries, and has helped companies plan for, and reduce the cost of environmental compliance expenditures. The Banks are often today’s environmental police, and Harry has assisted financial institutions in deciding whether to lend to new projects, invest in existing businesses, and in acquisitions and sales of businesses or contaminated properties, including leaking underground storage tank cases.

            Harry’s experience in a wide range of environmental problems and business experience allows him to provide time and money saving solutions to reduce environmental risks. New air pollution rules on air toxics have become so complicated the regulators do not understand them. Harry has obtained and modified new source air construction permits, developed compliance strategies for air toxics regulations, and has completed over 30 air pollution emission credit transactions.

            Harry has saved clients millions of dollars in negotiating NPDES water pollution discharge permit changes, including cases where the agency eventually agreed to delete proposed new discharge standards for zinc (twice at two different steel mills) and fluorides. His lawsuits have changed Pennsylvania regulations, and Harry is one of the few attorneys to have been awarded attorney’s fees against the agency due to their delay in issuing a permit.             Harry is also active, and stays up to date, by serving as a Director and Chair, Sections & Chapters Council of the Air & Waste Management Association, and is counsel to the Pittsburgh Regional Center for Science Teachers, Inc. He has been Chair of the Allegheny County Bar Association Environmental Law Section and other community groups.
