Biography
Jeff is a litigator with extensive trial and appellate experience in federal and state courts. He also serves as a counselor to various businesses and individuals on how best to handle litigation risk and to navigate administrative regulations.
For several years, Jeff has served as counsel for a defendant in a complex federal RICO case that presents novel legal, remedial, and practical issues; in that case, Jeff has been involved in five separate appeals to the D.C. Circuit, in extensive, ongoing trial court proceedings, and in several rounds of mediation. In state court, Jeff successfully represented a client who had been shot four times at point-blank range by two Baltimore police officers win a $2 million compensatory jury award for malicious prosecution.
Recently, Jeff authored an amicus brief to the U.S. Supreme Court in Wisconsin v. Murr, arguing on behalf of organizations representing every level of municipal government in Wisconsin that the Court should defer to the Wisconsin courts and should not use the case as an occasion to reexamine federal takings law. Jeff’s experience also includes authoring an amicus brief to the Supreme Court advocating a significant new interpretation of the Class Action Fairness Act, under which class action defendants would have more freedom to litigate in federal court.
Wisconsin v. MurrJeff has briefed and argued before federal and state courts at both the trial and appellate levels, and he has extensive experience in complex litigation, including with:
- class actions,
- constitutional law,
- products liability and consumer fraud,
- the Federal Arbitration Act,
- the Racketeer Influenced and Corrupt Organizations (RICO) Act,
- the False Claims Act,
- administrative law,
- allegations of auditor misconduct, and
- a hedge fund’s claims against its investment bank and futures commission merchant.
Jeff also has experience helping clients resolve smaller (but no less important) disputes, representing clients in both mediation and arbitration, and working extensively on a complex, $27 billion corporate merger.
Jeff is admitted to practice in Wisconsin, Illinois, and the District of Columbia, as well as before the U.S. Supreme Court, U.S. Courts of Appeals for the D.C., Sixth, and Seventh Circuits, and U.S. District Courts for the District of Columbia, Northern District of Illinois, and Eastern and Western Districts of Wisconsin.
Prior to joining Stafford Rosenbaum, Jeff practiced in both D.C. and Chicago and served as a law clerk to the Honorable A. Raymond Randolph on the U.S. Court of Appeals for the D.C. Circuit.
Jeff is the associate chair of Stafford Rosenbaum’s Appellate Practice Group and serves as a member of the editorial board for the American Bar Association’s Appellate Practice Journal.
