Biography
Jennifer Kilpatrick is a former public defender with nearly a decade of experience representing individuals in criminal cases. Ms. Kilpatrick has handled a wide range of cases from misdemeanors to homicides in various courts in Colorado. She is an experienced litigator and has tried over 50 jury trials. She focuses her litigation on a thorough review of the facts and legal issues, strategic litigation, skillful negotiations, and assessing her client's strengths and needs to help them move forward.
She was previously Colorado's first Director of Conviction Integrity and Equity where she co-led the creation of the largest prosecutorial data project in the United States, modernized the DA’s approach to addressing bail, supported the implementation of new sealing legislation, worked with local stakeholders to improve the systemic response to failures to appear or FTA, and redesigned the DA’s alternatives to prosecution programming, including diversion. This work led to a 35% increase in PR bond recommendations, the doubling of dismissals for felony cases and the tripling dismissals for misdemeanor cases, a significant expansion of diversion and alternatives to prosecution, a significant decrease in sentences to the Department of Corrections, and a near elimination of habitual criminal enhancements. All without an increase in crime or recidivism and on a pace that outperformed all other district attorney offices in the state. Most importantly, Jenn reexamined past cases that resulted in the resentencing of fourteen individuals with a total reduction of over 600 years plus four life without parole sentences. Many of those individuals have been released and are now living healthy and productive lives. This work gave Jenn unparalleled insight into the prosecutorial decision-making and processes.
Jenn is a fifth generation Coloradoan. She completed her undergraduate degree at Colorado State University and her law degree at the University of Denver Sturm College of Law. She is the past Vice-Chair of Jefferson County Community Corrections Board and the past President of the First Judicial Bar Association. She is a 2020 graduate of the Colorado Bar Association Leadership Training (COBALT).
