Biography
Lawrence M. Prosen is a construction and government contracts attorney with extensive experience in virtually all aspects of public and commercial/private contracting and construction projects.
Larry has a B.S. in Architecture from the University of Maryland at College Park. He has represented clients against many government agencies on claims, protests, payment and other disputes. His experience includes claims for delay, loss of productivity/inefficiency, impacts, geotechnical/differing site conditions, changed conditions and other like matters. Larry has represented clients in well over 100 protests at both the Federal and State/Local levels; has extensive experience in Davis/Bacon Act and Miller Act matters and has advised clients in many other aspects of government contracts.
He is also a member of the American Arbitration Association Construction Industry Panel of Arbitrators; has a Martindale Hubbell "AV" Ratings and was listed in the 2012 Chambers and Partners as an "Up and Coming" Attorney in Construction.
He also has extensive experience in advising clients in the various aspects of Small Business Administration issues, such as the 8(a) Program, Mentor-Protege and Size Standard issues and protests.
