The son of migrant workers who established roots in the valley, Morales recalls the humiliation of being placed in a special-education class at the beginning of his schooling because he lacked proficiency in English, and bilingual education requirements were not yet in place. Nevertheless, he persevered, mastering the language and accomplishing much more than merely completing his education. He earned a law degree while juggling full-time employment, initiated his own practice, and garnered recognition as one of Washington's premier plaintiff's attorneys. Morales secured The Best Attorney in the Yakima Valley accolade in 2004, 2005, 2007, 2008, 2009, 2012, and earned recognition as One of the Best in 2006, 2010, and 2011.

Upon graduating from Grandview High School in 1976, Morales pursued studies at the University of Washington before obtaining a bachelor's degree in forest management from Washington State University in 1982. During his college breaks, he worked for the U.S. Forest Service, serving on elite "hotshot" firefighting crews. Morales developed an interest in resource policy and, while perusing the Journal of Forestry, discovered an entry-level position at the Society of American Foresters' national office in the Washington, D.C., area. He successfully applied for the job, spending the next six years in the nation's capital managing his responsibilities with the SAF, pursuing post-graduate studies in political science at George Washington University, and attending night classes at Catholic University's Columbus School of Law.
