Michael is AV Rated, Preeminent, by Martindale-Hubbell, having been peer rated for the highest level of professional excellence.  Michael earned his Juris Doctor with honors from the American University, Washington College of Law, where he served as an Articles Editor on the Editorial Board of the THE AMERICAN UNIVERSITY LAW REVIEW.  Attorney Troy was a Dean’s Fellow for Associate Dean and Professor Jamin Raskin. He earned his LL.M. in Securities and Financial Regulation from the Georgetown University Law Center.  After law school, Michael clerked for Judge John H. Bayly at D.C. Superior Court.  Judge Bayly was hearing criminal and family matters at the time.  Mike has practiced law in the District of Columbia and Maryland for more than twenty-five years.
