Todd Palmer is one of the influential forces of the law firm's renowned environmental law practice.

More specifically, Mr. Palmer has focused much of his legal career on Clean Air Act matters. He has helped numerous clients with their efforts to remain in compliance with all aspects of the complex and dynamic Clean Air Act regulatory program. This includes obtaining air emission control permits, planning future activities to minimize the expense of regulation, and the defense of allegations that a company may have violated Clean Air Act requirements.

Mr. Palmer has assisted clients in developing cutting-edge regulatory strategies for their businesses. He has negotiated some of the Second Generation regulatory agreements that exist in Wisconsin pursuant to the states Environmental Cooperation Pilot Program. These innovative agreements have provided his clients with regulatory flexibility to fit their unique business needs while at the same time maintaining the highest environmental standards that keep air and water clean and safe.

Well regarded, Mr. Palmer is often at the table with the Wisconsin Department of Natural Resources and other interests to proactively address regulatory issues and, where necessary, develop new programs in the state. He has participated in technical advisory groups that have written many of Wisconsins Clean Air Act regulations in Wisconsin, including the recent New Source Review reforms. On behalf of clients, he has negotiated "Green Tier" agreements with the Wisconsin Department of Natural Resources.

Mr. Palmer has written several chapters in the Second and Third Editions of the Wisconsin Environmental Law Handbook, including the chapter on Clean Air Act regulation, and recently co-authored the latest installment of The Wisconsin Business Advisor Series: Environmental and Real Estate Law, Volume 2, published by the State Bar of Wisconsin CLE Books.

Mr. Palmer has participated as a panelist in several forums, including a roundtable discussion about Wisconsin's paper industry. The discussion was featured in the magazine Corporate Report Wisconsin.

A frequent lecturer at regulatory and environmental law seminars, Mr. Palmer has been invited to speak to such diverse groups as the American Petroleum Institute, the Federation of Environmental Technologists, the Wisconsin Department of Commerce, and a wide range of trade organizations. He frequently conducts in-house seminars for clients, trade groups, and other entities who find themselves affected by the ever-changing Clean Air Act regulatory program.

Due to his work, Mr. Palmer has been named by Madison Magazine to its list of the area's "top lawyers."   He is listed in The Best Lawyers in America, and has been designated a Wisconsin Super Lawyer by Law & Politics magazine .
