What is a preliminary hearing and who testifies during a preliminary hearing and what evidence is taken into account in deciding whether to proceed to a trial or not?

Are witnesses to the prosecution and/or victim the only witnesses at a preliminary hearing? What should we do with witnesses on the defense that were witnesses in the charging documents? May they speak, too? And are all parties heard and considered in the statements made in the course of investigation?
