Is sharing a room with a roomie the same as conducting unlicensed rooming-house/boarding-house in Chicago, and therefore criminal?

I am a townhouse owner who rents out my spare-room in the Chicago city. According to my HOA, a roommate is fundamentally operating an unlicensed boarding-house and thus this is against the law in Chicago. They prepare a new bylaw that does not allow any owners to lease out particular room/s in the unit. I could locate very little about rooming-house or boarding-house in Chicago. Is it in reality unlicensed illegal? Will a roommate (who remains 6 months -1 year) really be the same as that?
